Synopsis

The chapter analyses the normative framework that defines the conditions for implementing blended learning in the Slovenian higher education space. The authors, on behalf of the entire group of researchers, present the current legislation, strategic documents and implementing regulations, especially in the context of the Higher Education Act and the Rules on Standards and Norms. They conclude that the current regulation does not fully follow modern forms of education, such as blended learning, and that there is a lack of clear provisions on minimum standards, quality of implementation and digital support. The need to modernize the legislation is highlighted, which would allow for greater flexibility while maintaining high quality requirements. The chapter emphasizes the importance of a comprehensive systemic regulation that will support the sustainable and effective integration of blended learning.

Vesna Skrbinjek, International School of Social and Business Studies Celje

Dr Vesna Skrbinjek completed her PhD in 2015 at the Faculty of Applied Social Studies in Nova Gorica on the topic of financing higher education. She is currently a Vice-Dean at the International Faculty of Social and Business Studies in Celje and a Research Associate at the Faculty of Arts, University of Maribor. During her career, she has been actively involved in the development of study programmes, international and national accreditation procedures, teaching and mentoring, and numerous development projects. Her research work focuses mainly on management in higher education, but she is also actively involved in projects related to digital technologies and contemporary student challenges.

Andrej Flogie, University of Maribor, Faculty of Natural Sciences and Mathematics

Dr. Andrej Flogie is an associate professor at the Faculty of Natural Sciences and Mathematics at the University of Maribor and director of the Anton Martin Slomšek Institute. His field of research is didactics of technology education, and he also conducts research in the areas of cognitive modelling in education and innovative approaches to teaching and learning. As an established researcher, he is the author of numerous scientific articles, mnonographies and books published in renowned international journals. Outside the academic world, he has played an important role in shaping school policies and strategies in the Slovenian school system. He was the Director General of the Information Society Directorate at the Ministry of Higher Education and Science, a member of various working groups at EU level and an advisor to the Minister of Education on issues related to the digitalization of education.
