Synopsis

Open data (OD) has emerged as a key driver of transparency, innovation, and economic growth. Although governments have made substantial investments in OD infrastructure, the actual use and integration of OD within enterprises remain limited and insufficiently studied. To encourage the adoption of open data in businesses, it is first necessary to understand which capabilities an enterprise must develop to effectively utilize OD in its operations, and then to assess the achievement of these capabilities, i.e., its maturity for OD use. To this end, we developed a comprehensive methodology for measuring OD maturity in Slovenian enterprises, using a multi-criteria decision model based on the DEX methodology. The model was implemented as an online self-assessment tool and tested in practice. The methodology contributes to a better understanding of OD adoption in enterprises and provides practical insights and recommendations that are also relevant for policymaking and for fostering further development of data-driven innovation in the private sector.

Mirjana Kljajić Borštnar, University of Maribor, Faculty of Organizational Sciences

Dr. Mirjana Kljajić Borštnar is a full professor in Information Systems at the Faculty of Organizational Sciences, University of Maribor. Her research focuses on decision support systems, data mining and digitalisation, in recent years specifically on measuring the digital and data maturity of enterprises and assessing the impacts of open data. She is the editor-in-chief of the journal Uporabna informatika, vice president of Slovenian Society INFORMATIKA and co-chair of the program committee of the Bled e-Conference and the Symposium on Operational Research in Slovenia. She is a member of the Executive Committee of the AI4Slovenia initiative.

Uroš Rajkovič, University of Maribor, Faculty of Organizational Sciences

Dr. Uroš Rajkovič is an Associate Professor of Information Systems at the Faculty of Organizational Sciences, University of Maribor. His research interests include artificial intelligence and decision support information systems, with a particular focus on multi-criteria modeling and process optimization. He is especially interested in the application of expert systems, simulation techniques, and advanced algorithms in addressing complex organizational, technical, and societal problems.

Staša Blatnik je asistentka na Fakulteti za organizacijske vede, kjer aktivno deluje v okviru Katedre za informacijske sisteme. Dr. Andreja Pucihar is a Full Professor of Information Systems at the Faculty of Organizational Sciences, University of Maribor. Her research primarily focuses on digital innovation, digital transformation, and digital business models. Dr. Pucihar co-authored a national tool for assessing the digital maturity of small and medium-sized enterprises (SMEs), utilized by the Digital Innovation Hub Slovenia, as well as an assessment tool evaluating SME readiness for open data adoption and utilization. She brings over 25 years of experience in industrial and European projects, especially those supporting digitalization and digital transformation in SMEs.
