Synopsis

Community Policing and Partnership in Ensuring Safety and Security in Local Communities. The monograph presents community policing in the context of ensuring safety and security in local communities in Slovenia. In the introduction, the theoretical perspectives of police work in the community are presented, followed by a systematic review of European research on community policing in the last two decades. The authors discuss the connection between legitimacy and community policing from the perspective of public opinion on the police and police officers' self-legitimacy and their views on the police organization. The authors also focus on community policing in urban and rural environments, as the nature of crime and policing differs between the settings. The presentation of focus group interviews with police officers and individual semi-structured interviews with representatives of local communities follows. In the following chapter, the authors present a SWOT analysis of community policing. The authors conclude with a reflection on the development of policing in Slovenia in the last three decades.

Gorazd Meško, University of Maribor, Faculty of Criminal Justice and Security

Gorazd Meško, Ph.D., is a professor of criminology and head of the Chair of Criminology at the Faculty of Criminal Justice and Security, University of Maribor. In 2014, he received the Zois Award for the field of social science – green criminology. In 2018, he was the president of the European Society of Criminology (ESC). Professor Meško is guest editor of Policing – An International Journal on Rural Police Activity (2024) and co-editor of the monograph on Rural Criminology – Continental Review (Bristol University Press, 2024). All co-authors of the present monograph were young researchers of Professor Gorazd Meško, Katja Eman (2008-2012), Maja Modic (2010-2013) and Rok Hacin (2014-2018).

Katja Eman, University of Maribor, Faculty of Criminal Justice and Security

Katja Eman, Ph.D., is an associate professor of criminology at the Faculty of Criminal Justice and Security, University of Maribor. In the last decade, she participated in national and European research projects: Security and safety in local communities - Comparison of rural and urban environments (2019-2024), Legitimacy and legality of policing, criminal justice and execution of penal sanctions (2013-2016), Water crimes (2016-2017), SHINE - Sexual Harassment in Nightlife Entertainment spots (2020-2023). She is a co-author of articles and co-editor of publications. As part of the projects, she often studied topics related to police activity. In 2020, she received the Police's silver badge for cooperation and assistance in the work of the police.

Maja Modic, University of Maribor, Faculty of Criminal Justice and Security

Maja Modic, Ph.D., is an assistant professor of security studies at the Faculty of Criminal Justice and Security, University of Maribor. In the last ten years, she has participated and continues to participate in national and international projects in the field of security in local communities, measuring the effectiveness, efficiency and quality of police work, police identification, system regulation of private security, system control of police work, plural police activities, and development of municipal police and detective activities. She is the author of scientific and professional works, and participates in conferences, consultations and round tables. She participated in several programme and organizational committees of national and international conferences. Since 2022, she is the editor of the English issues of the journal Varstvoslovje.

Rok Hacin, University of Maribor, Faculty of Criminal Justice and Security

Rok Hacin, Ph.D., is an associate professor of criminology at the Faculty of Criminal Justice and Security, University of Maribor. His research focuses on the legitimacy of criminal justice, police and policing, crime mapping, penal policy, and crime and penal statistics. In the area of police legitimacy and police activity, he co-authored scientific articles in national and foreign scientific journals (Policing, Revija za kriminalistiko in kriminologijo) as well as chapters and books in national and international publishing houses (Routledge, Springer, Univerzitetna založba Univerze v Mariboru). In 2020, he received the "ESC Young Criminologist Award" awarded by the European Society of Criminology.
