Organisational Readiness for Open Government Data-Driven Co-Creation

Synopsis

Open government data (OGD) is widely promoted for transparency and innovation, yet reuse remains uneven. Co-creation offers a route to public value by enabling public organisations and external stakeholders to jointly design or improve services and policies using open data. This paper synthesises what the OGD-driven co-creation literature says about internal organisational conditions that support effective participation. We conducted a systematic literature review of English-language studies indexed in the Web of Science database. The analysis focuses on organisational factors, understood as both drivers and barriers, within public organisations rather than ecosystem-level conditions. The findings indicate that readiness depends on more than data release: it also requires strategic commitment to openness, clear procedures and incentives, a learning-oriented culture, leadership that enables cross-boundary collaboration, staff competences in data and participatory methods, and the ability to assure data quality. We discuss implications for strengthening organisational capacities for sustained, data-enabled co-creation and identify priorities for further empirical research.

Tina Jukić is an Associate Professor in the field of Informatics in Public Administration at the Faculty of Public Administration, University of Ljubljana. Her research focuses on various aspects of the digital transformation of the public sector, with particular emphasis in recent years on technologies supporting co-creation with public service users and on open public sector data. She has led and participated in numerous national and international research projects and regularly presents and publishes the results of her research at reputable national and international conferences and in scientific journals.

Sanja Vrbek, University of Ljubljana, Faculty of Public Administration

Sanja Vrbek is an Assistant Professor in the field of Public Administration at the Faculty of Public Administration, University of Ljubljana. Her research focuses on co-creation and innovative practices in the public sector, with particular emphasis on digital solutions that support collaboration between public organisations and their stakeholders. She actively participates in several national and international research projects, including projects addressing the impact of digitalisation and organisational change in public administration and the development of innovative tools for co-creation. She regularly presents the results of her research at scientific and professional conferences and publishes in national and international academic publications.
