Synopsis
The Act on Emergency Measures to Ensure Public Safety, the so-called Šutar Act, is an intervention law that introduces urgent measures to strengthen public safety while also affecting several legal areas. The paper focuses on the Act's initial effects, which are not targeted exclusively at Roma, but at the population as a whole, as perceived by representatives of municipalities, social work centres and the Police. The findings of the analysis of interviews with 31 representatives of the aforementioned institutions revealed regional differences in addressing local, social, and security-related issues. The interviewees emphasised that repression alone is insufficient for managing security issues; rather, cooperation among various institutions and organisations is required. A comparison across institutions showed that mayors generally take a managerial-pragmatic perspective, police officers an operational-security perspective, and representatives of social work centres a social-protective and relational perspective on addressing Roma-related issues in local environments.
