Municipal Safety Programs as a Dynamic Tool of Local Governance

Synopsis

Municipal safety programs represent a fundamental strategic document at the local level, aimed at ensuring a safe and stable living environment for residents. Their speciality is that they are adapted to the specific needs of each municipality, as they consider local characteristics, risks, demographic structure and infrastructure specificities. The programs involve the cooperation of various stakeholders, such as the police, municipal services, educational institutions and civil society, which enables a comprehensive and coordinated approach to managing security challenges. Special attention is paid to the issue of updating programs and systematic monitoring of security changes arising from the dynamic social, technological and security environment. The purpose of the paper is to show that municipal safety programs are not just formal documents, but a dynamic and strategic tool that enables adaptation to changing security conditions and strengthens residents’ trust in the functioning of the local community.
